Special services:

Special services: Special services should be made available for the vulnerable and disadvantaged groups. For example, counselling of victims of mental trauma in areas of conflict, or the supply and fitting of aids for the differently-abled are some examples of special services for certain categories of users. As there are other segments of the population which are also vulnerable, the list should be open-ended.

  1. Monitoring and evaluation systems: Routine monitoring and concurrent impact evaluations should collect disaggregated information on disadvantaged segments of the population. This is to assess the ease with which they access services and their impact, as also to understand how they compare to the general population.
